New Hackney Carriage and Private Hire Policy

On 24 July 2019, the Full Council of Mid Devon District Council approved updates to the Hackney Carriage and Private Hire Policy. Specific details of the updates and the approval process can be viewed in the relevant report here.

The Policy is important because it sets out how the Licensing Authority will carry out its licensing functions with a view to promoting the following:

  1. The protection of public health and safety
  2. The prevention of crime and disorder
  3. The safety and health of drivers
  4. Vehicle safety, comfort and access
  5. The protection of children and adults at risk from harm
  6. Environmental protection

The updated Policy can be viewed here:

One of the most significant changes is the introduction of the Disclosure and Barring Service ‘Update Service’. This will become a mandatory requirement for all Hackney Carriage and Private Hire Drivers by 31 January 2020. Guidance on this and the DBS process can be viewed here:

In addition to this, the Licensing Team have recently introduced a ‘Drivers Handbook’. This is designed to provide applicants and licence holders with an overview of their requirements and it can be viewed here:
