UPDATE 01/03/2022: These Grant Schemes are now CLOSED to new applications. The Business Grants Team are working through the remaining applications and will notify businesses of outcome of applications by the end of March. Any business that has not yet returned their supporting paperwork must do so by no later than 14 March 2022, otherwise the grant application will be classed as withdrawn.

Omicron Hospitality and Leisure Grant Scheme

Mid Devon hospitality, leisure and accommodation businesses occupying rateable premises that have been impacted by the rise in Omicron cases may be eligible for a business support grant of up to £6,000.

Grant per business

Eligibility criteria

Businesses must:

  • Be solvent
  • Have not exceeded the Subsidy (State Aid) threshold
  • Have legal business status (i.e. a Unique Tax Reference Number, Company Number or Charity Number)

Exclusions

The grant will not be paid to the following:

  • Businesses which have already reached the Subsidy (State Aid) limit (see www.middevon.gov.uk/subsidyinfo for more information)
  • Businesses that are not the ratepayer for that business premises.
  • Businesses which are subject to insolvency, a bankruptcy order or striking off action are not eligible for funding under this scheme.
  • Businesses that do not usually provide an in-person customer service from its premises will not be eligible.
  • Applications from landlords for properties where they are not occupying them directly themselves for trading business purposes will not be eligible.
  • Businesses premises are used for storage or parking will not be eligible.
  • Businesses that were not actively trading on the qualifying date(s).
  • Businesses not registered for business rates in Mid Devon.
  • Town and parish councils are not eligible for this scheme.
  • Businesses outside the scope of the funding scheme, as defined by Government, are also excluded.

Additional Information

The Omicron Hospitality and Leisure Grant Scheme (Omicron Grant) is an entirely separate funding scheme to the previous schemes with new Government-set eligibility criteria. Eligibility for a grant under previous schemes does not guarantee eligibility under this scheme (and vice versa).

Businesses that have multiple trading elements (eg retail with in-store café) will need to demonstrate that more than 50% of their trade occurs within the activity that would qualify them for this grant.

The Government require that all funding decisions must be made by 28 February 2022. Therefore, to allow time for assessment and the mandatory pre-payment anti-fraud checks to take place, the deadline for applications and receipt of supporting paperwork is 14 February 2022. Payment cannot be made to any business where the funding decision was not made by 28 February 2022.

Grant Application Process

The Omicron Grant is a separate grant scheme to the previous grant schemes. Businesses must complete a new application form and need to supply the following:

  • All businesses: A recent copy of your bank statement (within 3 months) for the account used by your business – this needs to show the account name, account number and sort code to verify the payment information and it needs to show evidence of active trading (eg business income). If you are using a personal account for your business, to speed up assessment of your application, please highlight business transactions on the statement.
  • All businesses: A recent utility bill (within 3 months) for the property your business occupies – this needs to show the property details to verify the trading address.
  • All businesses: A copy of your most recent tax return (summary) to HMRC. This can either be a copy of your self-assessment (for sole traders) or a tax summary (for sole traders/partnerships) or company return (for companies). This should show your registered business number (company number or Unique Tax Reference Number) and a summary of your annual income and expenses. If you do not yet have a set of accounts, you will need to supply a letter from your accountant to evidence impact of COVID-19 on your business. Unfortunately, we cannot accept VAT returns for this.
  • Accommodation businesses must be able to evidence that they were advertising their accommodation and were trading on the effective date.
  • For those who are a mixed service business eg: a sports club with a bar you will be required to support your application with a copy of annual accounts, management accounts or statement from a qualified Chartered Accountant to confirm the breakdown of income; i.e. what income is derived from each part of the business.
  • Additional information may be requested as required.

Where a business is unable to show active trading on the above documents, they will be required to submit six months’ worth of bank statements. If it is not possible to evidence active trading within these six months, then the business will be deemed to be inactive and not eligible for a grant.

The application process for this grant is in two formats:

  1. Businesses in qualifying sectors that previously received Business Support Funding: We will contact Mid Devon businesses via email who previously received a Hospitality, Leisure or Accommodation grant that could be eligible for this new Omicron grant with a link to the application form. You will need to complete the application form and provide the required supporting documentation.
  2. Businesses that did not apply for a previous Business Support Grant: If you did not apply for any of the previous business support grant and believe your business is eligible for a grant under the new scheme(s), you will need to email us at businessgrants@middevon.gov.uk to request an application form.

All applications must go through required pre-payment and post-payment checks on Government audit systems. We cannot make payments to businesses until they have passed the first check.

Additional Restrictions Grant: Omicron Scheme

Please note: this is a NEW discretionary funding scheme for December 2021 onwards and cannot be used for earlier support periods.

Mid Devon businesses not eligible for the Omicron Hospitality and Leisure Grant Scheme but support the hospitality, leisure and accommodation sectors and have been severely impacted by the rise in Omicron cases are able to apply for a support grant. Please note: this is a competitive scheme and we anticipate greater demand than funds available. Applications will be processed on a first-come, first-served basis.

Eligibility criteria

The Additional Restrictions Grant: Omicron Scheme is aimed at businesses that have suffered a severe impact due to the rise of Omicron cases over the December (in particular, Christmas) period, which has affected their ability to trade.  For the purposes of this fund, impact on businesses is deemed to include:

  • Loss of demand / trade (eg reduced custom, reduced passing footfall, cancellations)
  • Staff absences (due to COVID-19 or caring for dependants with COVID-19)
  • Inability to access lateral flow rapid testing kits
  • Supply chain disruption
  • Recruitment difficulties

For the purpose of this scheme, ‘severely impacted’ is deemed to be where the rise in Omicron cases has directly caused at least 50% reduction in business income compared to the usual income for a similar period and/or the business has been forced to cease trading for 5 or more days.

Businesses must:

  • Be located within Mid Devon (and be trading wholly or mainly within Mid Devon)
  • Have been an active business on 30 December 2021
  • Be able to demonstrate a severe impact directly as a result of the rise of Omicron cases
  • Have legal business status (ie registered with Companies House or HMRC).
  • Be solvent
  • Have not exceeded the Subsidy (State Aid) threshold

This grant is intended for businesses that are not eligible for help under the Omicron Hospitality and Leisure Grant Scheme.

Exclusions

The ARG will not be paid to the following:

  • Businesses which have already reached the Subsidy (State Aid) limit (see www.middevon.gov.uk/subsidyinfo for more information)
  • Businesses that are not the ratepayer for that business premises.

To meet the scheme’s priorities and to ensure that the limited funding is able to help as many distinct businesses as possible, the following restrictions also apply:

  • With the exception of non-rated registered bed and breakfast businesses, home-based businesses will not be eligible for an award.
  • Seasonal businesses that would normally be closed during December will not be eligible for an award.
  • Businesses with common directors will only be eligible for a single grant and their other businesses will be excluded from receiving discretionary funding.  This also applies where another of their businesses has received funding through the Omicron Hospitality and Leisure Scheme.
  • Businesses not in a priority sector as outlined in Appendix A will not be eligible for an award.
  • Charities and social enterprises will not be eligible for an award.
  • Businesses that are eligible for a grant from the Omicron Hospitality and Leisure Scheme will not be eligible for discretionary funding (this includes applications for separate hereditaments).
  • Only one award will be paid per business irrespective of the number of hereditaments (business premises) it occupies.
  • Storage units and lockups will not be classed as commercial units under this scheme.  However, businesses that only occupy these premises and fall within a priority sector will be able to apply to the scheme if they have been detrimentally affected by the rise in Omicron cases.

Additional Information

We are not inviting businesses to make an application for this grant scheme.  Instead businesses that have been severely affected by the rise in Omicron cases should contact businessgrants@middevon.gov.uk for a link to the application form.  However, businesses in priority sectors A and B who have previously received a COVID support grant will be sent an email to inform them about this grant scheme.

Grants will be awarded to businesses that meet the qualifying criteria, normally offered first according to the following prioritisation:

  • Businesses in priority sector group A, to businesses with 5 or more employees and to businesses who have previously received no other COVID business support grants; followed by
  • Businesses in priority sector group B, to those with 4 or fewer employees and to those who have previously received other COVID business support grants. 

The Council will review all applications on a case-by-case basis.  Where demand is greater than funds permit, applications will then be allocated on a first-come first-served basis according to date the full application form (including supporting paperwork) was received.

All applications must go through required pre-payment and post-payment checks on Government audit systems. We cannot make payments to businesses until they have passed the first check.

Additional Restrictions Grant: COVID Recovery Scheme

Mid Devon Businesses that have been impacted by the COVID-19 pandemic are invited to apply for a COVID Recovery Grant between £2,000 and £10,000.  This is a discretionary grant and is not intended to supplement lost income. Instead it is to support businesses to become more resilient (stronger) by changing or improving business processes or by developing new products / services to bring to market.  Please note: this is a competitive scheme and we anticipate greater demand than funds available.

  • Businesses not based in Mid Devon unless more than 50% of their trade is based in Mid Devon.
  • Properties that "home share" (such as airBnB) and advertise solely through home sharing websites will not be eligible for this fund.
  • Second homes will not be eligible for this fund.
  • To ensure that the limited funding is able to help as many distinct businesses as possible, businesses with common directors/owners but single premises will only be eligible for a single grant.
  • Additional eligibility criteria and exemptions for specific business sectors as outlined in the ARG Policy.

Additional Information

  • Please note: the ARG is a limited fund and therefore eligibility does not guarantee funding success. All applications are processed on a first come, first served basis and assessed as per the Council’s ARG Policy.

  • Along with the business case for the funding, all businesses need to supply a recent copy of a bank statement for the account used by the business along with a copy of a recent utility bill, proof of trading on 1 April and other supporting information as per the guidance document.

General Guidance (all schemes)

When you email us your application at businessgrants@middevon.gov.uk, please remember to include the supporting evidence required as outlined in the guidance document. We accept image or PDF files but please make sure they are clear and the required information can be read.

Please note: We will undertake anti-fraud checks on all applications (as required by the Government). If your application fails this check, this will delay or reject your application. Businesses receiving additional support under subsequent grant schemes will be subject to repeat anti-fraud checks. A random sample of 10% will be selected for this purpose.

A credit application search may be carried out on the credit report of the organisation that has applied for a grant. This can affect their credit score.


General Information

Privacy Notice

We will process the information provided on your application in accordance with the General Data Protection Regulation (Data Protection Act 2018) for the sole purpose of administering the fund. The information provided will be stored securely by Mid Devon District Council (MDDC) and will be retained for the current financial year (April to March) plus three years. Data will be shared internally within MDDC for the purposes of administering the fund and making funding decisions. Applicants should note that the Council is required to inform the Government (eg HMRC, BEIS and NFI) of all grant payments made to businesses for the purposes of anti-fraud checks.

General Criteria

Businesses will need to verify that they were an active business on the qualifying dates (see tables above).

By accepting a grant payment, the business confirms that they are eligible for the grant schemes.

Businesses must notify Mid Devon District Council if they no longer meet the eligibility criteria for further grants. For example, if they become insolvent.

Subsidy Information

All of the business grants awarded by Mid Devon District Council count towards Subsidy levels.

If you proceed to make an application, we will ask you to complete a declaration confirming that you will not exceed the relevant threshold.

Tax Implications

Grant income received by a business is taxable and will need to be included as income in your next business tax return.

Appeals

Businesses wishing to appeal a grant decision should request a review of their application in writing by email to businessgrants@middevon.gov.uk and quote their submission reference. Appeals will be reviewed by senior officers operating in the Council’s revenues teams.
