What is ECO4?

The Energy Company Obligation (ECO) is a Government obligation on energy suppliers aimed at helping private households cut their energy bills and reduce carbon emissions by installing energy saving measures in their homes. We are in the fourth iteration of this scheme.

The scheme is regulated and checked by Ofgem. Only certain measures are eligible and the household and property also have to meet set criteria.

ECO4 is not administered by Mid Devon District Council.

What is ECO4 Flex?

ECO4 Flex allows local authorities to expand the eligible household criteria in their area, through publishing a Statement of Intent (SOI) available in the download section. 

How are the Council involved?

Mid Devon District Council have published its Statement of Intent setting out how we will participate in the scheme. The Centre for Sustainable Energy (CSE) are handling ECO Flex declarations for Mid Devon District Council. Exeter Community Energy provide independent advice for residents and referrals for any available assistance.

How do I apply for ECO4 or the Great British Insulation Scheme?

Information for installers and agents:

If you are an installer or managing agent and you wish to process ECO Flex declarations in Mid Devon, then you will need to contact the Centre for Sustainable Energy and sign their Code of Conduct: contact installers@cse.org.uk for more information.

Do not contact MDDC directly as the team cannot provide any further advice.

CSE will process the applications in line with the BEIS guidance including contacting the household to check their eligibility and then preparing the declarations for sign-off.
