From April 2023 social housing providers started collecting data on a new set of Tenant Satisfaction Measures (TSMs). These new measures have been developed as part of a new system by the Regulator of Social Housing to assess how well a social housing landlord is providing good quality homes and services.
There are 22 TSMs in total, 12 of these require landlords to conduct a tenant perception survey. These are referred to as TP01 – TP12. The remaining 10 are management information measures which landlords collect throughout the year. The TSMs will take place every year going forward and the data will be submitted to the Regulator.

In order to assess our performance we attempt to measure our indicators (where possible) to the same standard as others, allowing us to compare our performance with theirs. This is a process called 'benchmarking' and it is the best way for us to determine the areas in which we are succeeding or need to improve. Our benchmarking is undertaken through our membership of HouseMark, with benchmarked data placing us in one of the following four quartiles:
- Top quartile: This is the top result for performance indicators
- 2nd quartile: These results are above average but do not excel enough to achieve top quartile, these do not indicate any immediate cause for concern
- 3rd quartile: These results are below average and indicate an area that is in need of improvement
- Bottom quartile: This is the lowest quartile and any performance indicator in this category needs attention to help it improve
The Homes Policy Development Group (PDG) is a dedicated committee within Mid Devon District Council that focuses on housing related policies and services. Its purpose is to help shape and improve the way social housing is delivered across the district. The group reviews performance, develops new policies, and ensures that tenant needs are at the heart of decision-making.
To make sure tenants have a direct voice in this process, the group includes three co-opted tenant representatives. These tenants bring lived experience and community insight, helping the council understand what matters most to residents. Their involvement ensures that policies are fair, effective, and responsive to tenant feedback.
