The Council has prepared a revised Community Infrastructure Levy (CIL) Draft Charging Schedule for consultation.

Consultation runs from 3 January – 14 February 2017

 

The aim of CIL is to provide funding for infrastructure by placing a charge on new development. A charge can only be made where the development will remain viable. The first formal phase of CIL preparation is the publication and consultation of CIL preliminary charging schedule. This was undertaken between 13 June and 11 July 2014. Taking account of the evidence and these responses a revised CIL Charging Schedule went out for consultation between the 9 February and 27 April 2015.

Since the previous consultation in 2015, the Council commissioned a review of the viability evidence to see if any further changes were required to the CIL Draft Charging Schedule given that the previous evidence was published in June 2014. The CIL Draft Charging Schedule has also been updated to include the proposed tourism, leisure and retail allocation at Junction 27 (M5) to Zone 1 of the charging schedule as well as minor text changes to add clarity.

In addition, the Council has updated the Infrastructure Plan and Regulation 123 list (which stipulates what infrastructure can be funded by CIL) to reflect the infrastructure requirements of the Local Plan Review.

Hard copies of the CIL Draft Charging Schedule and associated documents are available for inspection at the Council’s main office and at Mid Devon public libraries during normal opening hours (including the mobile library).

Consultation on the revised CIL Draft Charging Schedule takes place from 3 January – 14 February 2017. Please note that the consultation invites comments on proposed modifications only, and not the wider unchanged content of the CIL Draft Charging Schedule and associated documents.

When making a representation you must include your name and full postal address, otherwise your comments cannot be registered. Addresses will only be used to inform people about planning policy matters.

 

Representations may request the opportunity to appear before and be heard by the person carrying out the examination. Representations may also be accompanied by a request to be notified at a specific address of any of the following:

  • That the draft charging schedule has been submitted to the examiner in accordance with section 212 of Planning Act 2008,

 

  • The publication of the recommendations of the examiner and the reasons for those recommendations, and

 

  • The approval of the charging schedule by the charging authority.

 

The deadline for responses is 14 February 2017. Responses must include a postal address, otherwise they cannot be registered. Addresses will only be used to inform people about the new plan and other planning policy matters.
