Planning applications
We receive approximately 70% of applications online and the majority of planning applications are made via the Planning Portal - Planning application webpage (there are other service providers available).
Registration is easy; you can complete your application form, upload supporting documents, pay fees online or by telephone. The benefits of applying online include immediate delivery and acknowledgement; saving on printing and postage; online help when completing application forms and an online record of your completed application.
If you are not able to submit your planning application electronically, please call 01884 255255 to discuss your options.
Print format
From the print menu it is important that you change page scaling to 'Fit to paper' or 'Fit to page' to ensure the complete form is printed. If you're unsure which form you need or require further help, please contact us.
Plans and drawings
All plans and drawings should include:
- unique reference numbers and/or,
- letters,
- a date (if applicable),
- paper size,
- key dimensions and,
- a scale bar indicating a minimum of 0-10 metres,
- single drawings per file.
Where possible, drawings should not exceed A3 size. 1 copy of each document should be provided. Drawings and site plans for which scale is important must be in PDF format.
Limit the size of individual documents to 5MB. Any documentation that exceeds the 5MB limit should be broken down into smaller parts and submitted separately. Each section should have a clear reference and labelling. For example “Design & Access Statement - Part 1”, “Design & Access Statement - Part 2” etc.
The Statement of Community Involvement as required by the Planning and Compulsory Purchase Act 2004 states that all applicants should inform their neighbours of any proposed works.
The Council’s Statement of Community Involvement was adopted on 26th August 2020. However, this precedes the Government’s recent reforms made to the plan making process that have brought into force through Levelling Up and Regeneration Act 2023 (and Planning and Compulsory Purchase Act 2004) and The Town and Country Planning (Local Planning) (England) Regulations 2026. These include new requirements for community engagement on plans that are not reflected in the Statement of Community Involvement.
The Council will continue with the approach set out for community engagement on planning applications submitted for determination set out in Section 7 Planning Applications.
However, Section 3 Local Planning – General Policies , Section 4 Local Plans, and Section 5 Supplementary Planning Documents are currently held in abeyance. These will be subject to a review as part of a future update to the Statement of Community Involvement to make them consistent with the more recent legal requirements for community engagement on local plans and supplementary plans.
Matters relating to waste disposal and the winning and working of minerals are managed by Devon County Council, see Devon County Council - Planning.
